What past civilization had the most efficient legal system?

Lately I have been interested in the laws of various (ancient) civilizations-- specifically the "eye for eye" theory. Was the government under brutal rulers such as Julius Cesar and Ghengis Khan considered successful? Obviously those empires perished-- but not sololy due to their justice system, no?
