Do you think that members of the American community with wealth are responsible for m poverty?

This question needs a bit of clarification. America was built on freedom and prosperity for all, but the nation itself was built by slavery, deplorable conditions for minorities in general and the face of America has changed very little. African Americans still are impoverished and many other minority communities struggle to make ends meet with the ever slowly increasing minimum wage. If you venture into the communities of the affluent, or rich Americans, they enjoy lavish lifestyles and maybe contribute 2% of their income to help others while the majority of their money goes to supporting their liefestlyes as well as making sure their descendents enjoy the same. I see this as a vicious cycle of the rich getting richer while the poor starve. What are your thoughts? Just to give an example, people who have the means to do so are willing to pay in excess of $15000 for a purse. $15000 would more than feed and clothe many people in need.
