Can I take all of the expense deduction in an multi owner LLC since I am the only one who contributed capital?

I own 75% and my partner owns 25%. Is this how we have to seperate the expenses even though I was the only one that actually put money into the business? Essentially he would be taking a personal tax deduction for my money if this is the case.
